FY2022 Successor Contract Negotiations between Illinois State University and AFSCME Local 1110 began on October 4, 2021. The following Chronology of Negotiations will be periodically updated as negotiations continue.
On April 19, 2022, Illinois State University’s April 14, 2022 contract offer was ratified by the members of AFSCME Local 1110, the Union that represents approximately 350 employees in ISU’s janitorial, grounds, catering, dining center and retail dining areas. This ratification draws negotiations for the AFSCME 1110 contract to a close. The resulting contract is effective through June 30, 2025.
Illinois State University is pleased to announce we have reached a tentative agreement on the terms of a four-year contract (2021-2025) with AFSCME Local 1110, the Union that represents approximately 350 employees in the University’s janitorial, grounds, catering, dining center, and retail dining areas. ISU values the contributions of these employees and appreciates their service to the University and our students.
The Union bargaining committee has agreed to support and recommend this package to their membership for ratification. In the coming days, AFSCME Local 1110 members will vote to approve the terms of the agreement. Specific contract terms will be available for public release at a later time.
On Friday, April 8, 2022, the parties met for their 25th negotiation session and the second with the assistance of a federal mediator. The session lasted approximately 12 hours and, although the parties did not reach an overall agreement, significant progress was made. The parties have agreed to meet again on Thursday, April 14th.
On Thursday, April 7, the parties met for their 24th negotiation session and their first with a federal mediator. At the beginning of this session, the Union provided the University with a Notice of Intent to Strike that would allow the Union to engage in a strike on or after April 18, 2022. In an abundance of caution, the University has initiated contingency planning activities to minimize disruption should a strike occur.
On Friday, April 1, the parties met for their 23rd negotiation session. During this session, both parties provided revised counterproposals to open economic and non-economic proposals, and the Union provided a counterproposal on wages. One proposal was withdrawn and the parties tentatively agreed to one additional proposal.
On Wednesday, March 30, the parties met for their 22nd negotiation session, During this session the Union provided revised counterproposals to open economic and non-economic proposals and responded to clarifying questions from the University. Two additional proposals were withdrawn.
On Monday, March 28, 2022, AFSCME Local 1110 announced its membership voted in favor of a strike authorization. This is not an unexpected development, as holding a strike authorization vote is often a normal part of the negotiation process. View the University's Response.
On Thursday, March 24, the parties met for their 21st negotiation session. During the session, the union provided a counterproposal to ISU’s March 2nd wage proposal, and, in response, the University submitted a revised wage proposal.
On Tuesday, March 22, the parties met for their 20th negotiation session. The University anticipated the Union would provide a response to the University's March 2 wage proposal; however, the Union didn't provide a response. Both parties reviewed current open proposals and one proposal was withdrawn.
On Wednesday, March 2, the parties met for their 19th negotiation session. Both parties presented revised responses to the Union's proposals regarding wages and other economic items and five proposals were withdrawn.
On Tuesday, February 15, the parties met for their 18th negotiation session. Both parties presented revised responses to the Union's proposals regarding wages and other economic items and one proposal was withdrawn.
On Thursday, February 10, the parties met for their 17th negotiation session. The University presented a counter response to the Union's proposals regarding wages and other economic items. The parties also continued discussions of non-economic proposals and the rationale for their respective positions, resulting in four tentative agreements and one proposal withdrawn.
On Tuesday, February 8, the parties met for their 16th negotiation session. The Union provided a revised wage proposal. The parties continued discussions regarding their respective positions. The Union asked to cancel the scheduled March 8 and March 10 negotiations due to scheduling conflicts.
On Friday, February 4, the parties met for their 15th negotiation session. The Union provided a revised economic proposal. The University responded to the revised proposal which led to the parties discussing their respective perspectives on both parties' current economic proposals. In addition to the two negotiation sessions scheduled next week, the parties scheduled eight additional negotiation sessions through April 1, 2022.
The February 3, 2022 negotiation session was canceled due to inclement weather and University closure.
On Friday, January 28, the parties met for their 14th negotiation session. The Union provided a counter response to an open non-economic proposal and the University presented a counter response to the Union's economic proposals. The University responded to clarifying questions from the Union concerning its response.
On Tuesday, January 25, the parties met for their 13th negotiation session. The parties continued discussions regarding the rationale for their respective positions, resulting in one additional tentative agreement reached.
The January 13, 2022 negotiation session was canceled at the University's request due to medical reasons.
On Tuesday, January 11, 2022, the parties met for their 12th negotiation session. The parties reviewed open non-economic proposals and provided counter proposals to their respective positions. In addition, the Union responded to clarifying questions from the University concerning provisions included in the Union's December 9, 2021 proposals regarding wages and other economic items, along with the Union's rationale for these proposals.
On Thursday, December 9, the parties met for their 11th negotiation session. The Union presented 12 additional proposals regarding wages and other economic items for FY2022 and beyond and responded to questions from the University concerning the Union's rationale for these proposals.
On Wednesday, December 8, the parties met for their tenth negotiation session. The parties continued discussions regarding the rationale for their respective positions.
On Thursday, December 2, the parties met for their ninth negotiation session. The parties continued discussions regarding the rationale for their respective positions.
On Tuesday, November 30, the parties met for their eighth negotiation session. The parties continued discussions regarding the rationale for their respective positions, resulting in one additional tentative agreement (11 total) reached and two additional proposals withdrawn.
On Friday, November 19, the parties met for their seventh negotiation session. The parties continued discussions regarding the rationale for their respective positions, resulting in one additional tentative agreement reached and one proposal withdrawn.
On Thursday, November 18, the parties met for their sixth negotiation session. The parties continued discussions regarding the rationale for their respective positions, resulting in one additional tentative agreement reached.
On Friday, November 12, the parties met for their fifth negotiation session. The parties continued discussions regarding the rationale for their respective positions.
On Wednesday, November 10, the parties met for their fourth negotiation session. The University presented an additional language clean-up proposal. The parties continued discussions regarding the rationale for their respective positions, resulting in two additional tentative agreements reached.
The November 1, 2021 bargaining session was cancelled after the Union requested to reschedule. The parties were unable to identify an alternate date that worked for both parties before the next scheduled session on November 10.
On Friday, October 22, the parties met for their third negotiation session. The University presented one additional proposal. The parties continued discussions regarding the rationale for their respective positions, resulting in six tentative agreements reached.
The October 18, 2021 negotiation session was rescheduled for October 22 at the request of the Union.
On Wednesday, October 13, the parties met for their second negotiation session. The University responded to the Union's proposals that were presented on October 4 and presented 12 initial proposals, three of which were language clean up proposals. The Union presented one additional proposal. The parties discussed rationale for their respective positions.
On Monday, October 4, the parties met for their first negotiation session. The Union presented 33 initial proposals, three of which were positioned as language clean up proposals. The Union provided rationale for their proposals and responded to questions raised by the University.
